General Considerations 2026: “balanced in the lives of all Amsterdammers”
In the General Considerations Carla opened with: “This budget balances on paper, but not in people’s lives.” The greatest uncertainty lies in youth, care and income security. She wanted the youth equalisation reserve to be felt in mental health, parenting support and trauma care, especially for girls and mothers in vulnerable neighbourhoods, argued for stopping the sale of social housing, even temporarily, and named her work for free public transport for children: “freedom of movement”. She closed with “from Osdorp to Khartoum, from the Bims to Goma”. On the events policy she asked how small, inclusive organisers will be helped, whether the assessment criteria will be made public and how the districts will be involved structurally, and she asked what the executive will do about Kwaku, to her a cultural anchor for Zuidoost that she visited as a child, a teenager and a young mother (in Dutch).
