The Duisenberg method: a budget councillors can scrutinise
With the Duisenberg method, councillors themselves assess whether the budget and annual report are clear enough to hold the executive to account. Carla was one of the rapporteurs and made sure the recommendations were adopted.

At the first Duisenberg report, Carla asked how the share of projects with a participation section (currently half) could be raised.
Put on the agenda
Carla and Havelaar became the council rapporteurs for the evaluation of the Duisenberg method since 2018 (council daily mail, 24 April 2024).

As rapporteur, Carla presented the recommendations on the 2023 annual report: continue the method, but raise the bar and allow more time.
